Job Description
Rare’s Indonesia program is pursuing an ambitious countrywide fisheries strategy that seeks to prove and then promulgate the combination of No-Take-Zones (NTZ) and Rights-based fishery zones to shift Indonesia’s near shore fisheries towards sustainability. This program builds on Rare’s significant experience and success in helping communities set up marine conservation management systems, particularly in achieving effective NTZ compliance in marine protected areas in Indonesia. Our ultimate goal is to ensure greater community ownership of and benefits from fisheries to incentivize long-term sustainable marine resource management and ensure protection of biodiversity. This fisheries strategy is part of Rare’s global Fish Forever initiative in partnership with Environmental Defense (EDF) and University of California at Santa Barbara (UCSB).
Position Overview
Reporting to and collaborating with the Sr. Director of Fish Forever Program in Indonesia, this position implements community-level interventions to build effective near shore fisheries management at three sites, eventually supporting the expansion of this work to 12 or more sites across Indonesia. These prototype sites are a testing ground for innovative and cutting edge fisheries and managed access strategies that Rare will roll out to many more sites in the future. Accordingly, learning from these sites and the ability to adaptively, quickly and wisely change course or modify approaches is key to the success of the Manager, Fisheries Program Implementation. This position oversees project management for these three sites to ensure effective use of program resources, useful reporting, and efficient communication. Specific responsibilities include:
Implementation of a 2-3 year work plan to develop prototypes of community-based managed access fisheries at three sites;
Managing operations, tracking budgets, allocating resources to ensure successful implementation of these interventions;
Overseeing work on the ground and coordinating between teams and resources locally and globally to ensure effective implementation of interventions;
Anticipating gaps and constraints and utilizing effective adaptive management to navigate challenges;
Managing information flows and enabling quick learning to provide the organization with feedback on the effectiveness of various fisheries approaches being tested in Indonesia; coordinating with Rare’s global teams and partners to ensure alignment with other Fish Forever activities;
Hiring and managing consultants, overseeing team deployment, managing schedules;
Managing all activities to ensure that the project will result in successful models of managed access fisheries that are appropriate and scalable in Indonesia.
Qualifications
The successful candidate in this position will be innovative, solution-oriented and able to adapt approaches quickly, bringing others along easily.
At least 10 years of working experience with at least 3 years of solid and proven experience in successful project management;
Knowledge of key principles of marine conservation, preferably previous experience managing fisheries-related interventions as the community level;
Proven ability to manage and influence a team of varying levels of expertise, manage resources and budgets, and manage information and communications;
Strong computer skills: MS Office, internet research, database and data management;
College degree, Master’s preferred, in fisheries/biology or management with significant experience in marine conservation/fisheries;
Fluency in English and Bahasa Indonesia;
Proven ability to work in a team and individually; ability to take initiative, willingness to take risks, and eagerness to find solutions to difficult challenges.
