Multiple Positions For Green Prosperity Project - Indonesia Abt Associates Inc

Job Description
The Green Prosperity Project (GP Project) is a 5-year, $332 million program that seeks to address critical constraints to economic growth while supporting the Government of Indonesia’s commitment to a more sustainable, less carbon-intensive future. A primary goal of the Project is to establish a new and lasting model for developing, financing, and implementing green growth projects at the local level. In doing so, the Project aims to catalyze greater private sector investment in low-carbon growth strategies for Indonesia, spur local entrepreneurship through emerging opportunities in renewable energy and innovative land use practices, and build greater capacity and commitment among government, civil society, and the private sector to the principles of sustainable development.


Abt has been shortlisted by Millennium Challenge Account Indonesia to submit a proposal to serve as the Program Management Consultant (PMC) to the Millennium Challenge Account-Indonesia (MCA-I), which is the accountable entity responsible for implementing and administering the Compact between Indonesia and the United States. The PMC’s primary role will be to help MCA-Indonesia ensure that individual activities under the Green Prosperity Project are carried out in a coordinated, cost effective manner and that the strategic goals and outcomes of the Green Prosperity Project are achieved.

Abt is looking for skilled professional in the following positions who would like to be considered for positions on its PMC Team:


Team Leader 
The Team Leader will provide strategic direction and overall management of the PMC team with the overall responsibility of ensuring that implementation of the GP Project is monitored adequately and aligned with program objectives, budget and timeline goals, and Compact safeguard requirements. The Team Leader shall be based in Jakarta for the full duration of the respective contract and should have experience and qualifications in establishing program management offices and managing the operation and logistics of complex and large development projects in Indonesia or a similar country(ies). S/he shall have demonstrated experience managing large-scale community development, renewable energy and/or natural resource management programs aimed at promoting low carbon development.
The desired qualifications and experience of the Team Leader include at a minimum:
Master’s Degree major in any one of these fields Business, Engineering, Project Management, Natural Resource Management, Environmental Economics, Social Sciences or a related field.        
Project Management Certification.
Fifteen (15) years of demonstrated program or project management experience involving the management and delivery of logistically complex, large-scale infrastructure, natural resource management, and/or economic development programs of similar size and scope to the Green Prosperity Project.
Demonstrated experience and skills in project planning, budgeting, administration, management, monitoring and reporting in a multiple project environment and in the complex social and environmental context of Indonesia or similar country(ies).
Managed at least one (1) high value program involving multiple projects or activities in multiple locations.
Proven team player capable of working with and managing a team of multi-disciplinary and multi-cultural specialists.
Excellent written and oral communication skills in English.
Desirables:
Communication skills in Bahasa Indonesia.
Prior experience managing logistically complex large scale development projects in a country like Indonesia is highly desired.


Lead Renewable Energy Specialist
The Lead Renewable Energy Specialist will be responsible for assisting MCA- Indonesia with the coordination of all renewable energy activities to ensure the delivery of GP-funded renewable energy investments within cost, schedule, and process requirements. He/she will also be responsible for developing and maintaining a standard (uniform) project administration, documentation and reporting system across all renewable energy projects (hydro, PV, biogas, others) in eligible GP districts. This standard system will include functions for storage and retrieval, search and query, work flow and approval tracking and access and version control of all related documents.
The desired qualifications and experience for the Lead Renewable Energy Specialist include at a minimum:
Demonstrated experience managing the development and construction of small RE projects (below 10 MW) in multiple locations, including the set-up of project administration and document control systems and IT-based project management information systems.
Master’s Degree in any one of these fields engineering, business administration, economics, environmental management, or other related field.
Fifteen (15) years of project and contract management experience involving logistically complex energy or similar projects.
Proven team player capable of working with a team of multi-disciplinary and multi-cultural specialists.
Excellent written and oral communication skills in English.

Lead Natural Resource Management Specialist
The Lead Natural Resource Management Specialist will be responsible for assisting MCA- Indonesia with the coordination of all natural resource management (NRM) activities to ensure the delivery of all GP-funded investments in sustainable agriculture and forestry within cost, schedule, and process requirements. He/she will also be responsible for developing and maintaining a standard (uniform) project administration, documentation and reporting system across all NRM projects (sustainable agriculture intensification and forest management, forest and peatland conservation, community forestry, watershed management, and others) in eligible GP districts. This standard system will include functions for storage and retrieval, search and query, work flow and approval tracking and access and version control of all related documents.
The desired qualifications and experience of the Lead Natural Resource Management Specialist include at a minimum:
Demonstrated experience managing the development and implementation of large-scale NRM projects in multiple locations, including the set-up of project administration and document control systems and IT-based project management information systems.
Master’s Degree in any one of these fields environmental or natural resource management, environmental economics, business administration, agriculture, forestry or other related field.
15 years of project and contract management experience involving logistically complex NRM or similar projects.
Proven team player capable of working with a team of multi-disciplinary and multi-cultural specialists.
Excellent written and oral communication skills in English.

Program Performance and Control Specialist 
The Program Performance and Control specialist will be responsible for managing program-wide costs, project schedules (implementation plan), and for estimating and reporting on key milestones such as identifying critical path issues, slippage and earned value. The Program Performance and Control Specialist will be held primarily responsible by the Team Leader for implementation and enforcement of program controls and performance. The Program Control Specialist will also be responsible for the review and evaluation of existing document management and will implement appropriate control processes.
The desired qualifications and experience of the Program Performance and Control Specialist include at a minimum:
Bachelor’s degree (or higher) in engineering or a management field.
Ten (10) years of demonstrated experience setting up and managing large development program-level document control systems including experience in the application of relevant management information systems for diverse types of projects similar to GP.
Proven team player capable of working with a team of multi-disciplinary and multi-cultural specialists.
Excellent written and oral communication skills in English.

Program Compliance and Monitoring Specialist 
The Program Compliance and Monitoring Specialist will be responsible for monitoring all GP program activities, outputs and results to assess and document compliance with relevant environmental and social safeguard requirements, as well as the overall progress of the project according to agreed performance metrics and indicators. He/she will work closely with MCA- Indonesia environmental, social/gender, and monitoring and evaluation directors, as well as the PMC’s own environmental and social/gender specialists (see below) to develop and deploy operating practices and procedures for monitoring safeguard compliance and project performance.
The desired qualifications and experience of the Program Compliance and Monitoring Specialist include at a minimum:
Bachelor’s degree (or higher) in in any one of these fields environmental management, social sciences, economics, or related field.
Ten (10) years of experience in development and maintenance of IT-based monitoring plans to track the environmental, social, and economic performance of large-scale development, environmental and/or infrastructure programs similar to Green Prosperity.
Familiar with international environmental and social performance standards, in particular IFC performance standards.
Demonstrated understanding of the social and environmental context of Indonesia.
Proven team player capable of working with a team of multi-disciplinary and multi-cultural specialists.
Excellent written and oral communication skills in English.
