Oxfam Vacancy: Programme Officer PEDP



Programme Officer

One (1)position to be based in Serui – Papua
Contract duration : until October 2014
Grade : D2 ; Salary IDR 7,290,000 + Benefit ( Medical scheme, Pension scheme and Hardship allowance)

To support and coordinate Enterprise Development Project as an initiative to be a Market Point in Serui, set up Pilot project in the community, vanilla farmer group, a cooperative/small community development enterprise in Serui/promote women empowerment – ensuring that the project reaches its desired impact through implementation.

KEY RESPONSIBILITIES:
  •     Lead the process of developing and implementing Vanilla project in conjunction with line management.
  •     Implement project strategy through creation of work plans, budget management and disbursement, reporting and monitoring.
  •     Prepare and submit regular progress reports as required.
  •     Provide support to partners in implementing the projects through regular meetings, consultations and on-going discussions; offer partners with sound analysis; demonstrate good ways of working and professional project management with partners.
  •     Coordinating partnerships including planning, budgeting, project implementation, monitoring, evaluating and reporting.
  •     Coordinating and Manage fund loan disbursements in-line with partner and consultancy agreements.
  •     Plan and implement specific activities that are defined as Oxfam responsibilities.
  •     Update the APM and partners with the latest information on the marketing policy, strategy and activities related to the specific project.
  •     Promote and implement in community level especially in beneficiaries about women’s empowerment, building resilience and pro poor programme.
  •     Support the Area Programme Manager as requested

SKILLS AND COMPETENCE:
  •     A considerable experience in Business activities and Livelihood works is essential
  •     Good Knowledge on Livelihood in general
  •     Experience with set up business entity, experienced in manage loan is a plus.
  •     Disciplined and systematic; able to retain overview as well as having strong attention to detail.
  •     Good coaching and team building skills
  •     Flexibility and resourcefulness
  •     Good communication and influencing skills.
  •     Strong analytical and planning skills.
  •     Experience of working at community level in relevant areas such as women’s empowerment, advocacy,  community development
  •     Knowledge about cooperative format and procedures
