Job Summary
The Australia Indonesia Partnership for Decentralisation (AIPD) is funded by Australian Aid for the period 2011–2015. The Program supports the Government of Indonesia (GoI) to improve the performance of provincial and local governments. The Program focuses on resource management, covering both human and financial resources. AIPD creates an enabling environment for provincial and local governments to improve their performance so that sectoral initiatives to improve health, education and infrastructure services have a greater chance of success. At the same time, AIPD pilots new development models that can be replicated in other provinces and districts. AIPD works with the central government as well as five provincial governments: Papua, West Papua (Papua Barat), East Nusa Tenggara (NTT), West Nusa Tenggara (NTB) and East Java, and a total of 20 district governments within those provinces.
AIPD also plays a role in capturing the real challenges that provincial and local governments face and contributes to the development of better policy.
In the national level, AIPD supports the Ministry of Finance (MoF), Ministry of Home Affairs (MoHA), and Bappenas on policy work related to decentralisation. This is an area that is considered crucial, not only for Government of Indonesia (GoI) and AIPD, but also for the broader Australian aid in the country, as managed by the Department of Foreign Affairs and Trade (DFAT). Considering this, AIPD hires a Senior Decentralisation Analyst to support the AIPD policy work in the Central Government level for further communication and knowledge sharing.
This position will be remunerated in line with the Australian Aid’s Adviser Remuneration Framework. It is a Job Level 3, Group D position within that framework.
Key Responsibilities
- In more detailed, the Senior Decentralisation Analyst is expected to carry out following tasks:
- Provide analyses on recent developments related to decentralisation, such as the laws 32 and 33 revisions, implementation of Law no 5 2014 on Civil Service Administration and Law no 6 2014 on village administration, and the revision on minimum service standards; and implications of those laws and standards to AIPD efforts in achieving its end of program outcomes, as well as the implications for DFAT’s frontline objectives.
- Be cognisant of the relevant laws, regulations and latest issues in decentralisation and provide briefs to AIPD core team and DFAT management on any new development on the issue.
- Conduct and/or lead strategic researches and analysis on decentralisation issues and its linkages with service delivery as directed by the AIPD core team and DFAT management, as required
- Support the Program Director in producing the evidence for the DFAT portfolio in decentralisation
- Liaise closely with AIPD’s Central Government (CG) Team, Technical Support Facility (TSF), and Result and Knowledge Facility (RKF) to ensure that AIPD work is coherent with the latest decentralisation developments.
- Liaise with other DFAT and donor programs relating to decentralisation
Outputs
- Policy Briefs/ publications/ researches on recent decentralisation issues and trend
- Technical inputs on AIPD policy work in decentralisation
- Technical inputs on other DFAT programs working in the sub-national level, as required
