Scope of Services
Entering school year of 2012 –
2013, Save the Children implemented a project in North Jakarta and Belu, NTT;
named SETARA (Strengthening Education Through Awareness and Reading
Achievement). SETARA offers solutions to inter-related constraints to primary
school access and attendance in a poor area in North Jakarta by implementing
Literacy Boost and a Comprehensive School Health and Safety (CSHS) approach; as
well as further school readiness by implementing actions that contribute to
child health, early literacy, and school readiness among pre-school students
aged 4-6 (ECCE) in Belu District, NTT.
Under ECCE component of SETARA
Project in Belu, NTT; we will attempt to increase ECCE readiness, by
implementing actions that contribute to child health, early literacy, and
school readiness among pre-school students aged 4-6, and capacity building will
be an essential need for the assessors and staff as one of the key delivery
projects. Through its Comprehensive School Health and Safety (CSHS) approaches,
SETARA will address student health topics and school preparedness for natural
disasters in an area that is highly vulnerable to recurring, serious flooding
in Cilincing, North Jakarta. While under Literacy Boost (LB), SETARA will
address low educational attainment among disadvantaged Indonesian primary
schools in Jakarta Utara through the regular, intensive assessment of student
performance in literacy, the development of teacher skills, the mobilization of
communities, and advocacy with stakeholders for additional support for literacy
programming.
Due to the various approaches as
well as project site apart, information about initial condition of Save the
Children project site as well as any updates on the result after intervention
will need speed and accuracy to be used as a decision to take action.
Apparently, information before and after intervention of SETARA Project will be
very important to assist in the planning, monitoring and evaluation of the
implementation of SETARA Project. One of the tools that can convey the
information is the Geographic Information System (GIS) with the purpose of the
system can be a tool to gathering information information, manipulate, create
models, analyze the data and present the characteristics of the location of the
work area project SETARA based on geographical references. Therefore, we will
develop visual mapping, using those above approaches, to provide brief and
details information of SETARA Project in speed and accuracy; so that either
internal or external parties could utilize as a references for future
programming.
Objectives of the Consultancy
The consultant will be required
to create and develop a visual map based on the substance of the
Early Childhood Care Education
(ECCE) program, Literacy Boost (LB) program and Comprehensive School Health and
Safety (CSHS) program in the working areas of SETARA Project – Save the
Children; in Belu district (NTT) and Cilincing sub district (North Jakarta).
The Consultant will:

Develop a GIS database work areas characteristic
data of SETARA Project
·
Develop a spatial database in the region of 40
primary schools and 20 ECCE centers of SETARA Project working area
·
Create a visual mapping of data base on the
characteristics of program approach under Early Childhood Care Education (ECCE)
component.
·
Create a visual mapping of data base on the
characteristics of program approach under Literacy Boost component.
·
Create a visual mapping of data base on the
characteristics of program approach under Comprehensive School Health and
Safety component.
Deliverables:

· 20 ECCE centers in Belu, NTT
· 20 schools under Literacy Boost
component in Cilincing, North Jakarta
· 20 schools under Comprehensive School
Health and Safety component in Cilincing, North Jakarta
Time frame : 2 weeks
