NGO VACANCY Strategic Planning Expert


Strategic Planning Expert - Indonesia

Chemonics International Inc. seeks a Strategic Planning Expert for the USAID-funded Indonesia Marine and Climate Support (IMACS) project. The Strategic Planning Expert will facilitate an exercise in strategic planning with a team of independent technical experts working on an area of national government policy-making in Indonesia.  


Specific requirements
The expert will assist the team with the following:
identifying and ordering the most critical strategic issues with opportunities for linking across programs/directorate generals;
identifying strategic goals based on government mandate and goals that integrate across program areas;
prioritization of objectives; and
preparation of a chart or diagram which maps a path between the present and a vision for the future. The map is to take into account organizational capacity and resources. In the process, the team is to clarify their recommendations as to how to focus resources, maximize effort and exploit opportunities.
Identify internal organizational changes required to implement the strategies.

Qualifications
Experience working with the public sector (rather than just businesses which are focused on economic goals).
Proven experience applying strategic planning tools (such as SWOT and Force-field analysis) with large groups across a wide variety of issues.
Ability to facilitate an analysis process with divergent interests and sectors common across a ministry.
Fluency in Bahasa Indonesia required; proficiency in English preferred.
Availability in late August or early September.
