Director, Fisheries Technical Team Rare


Job Description
Rare’s Indonesia program is pursuing an ambitious countrywide fisheries strategy that seeks to prove and then promulgate the combination of No-Take-Zones (NTZ) and Rights-based fishery zones to shift Indonesia’s near shore fisheries towards sustainability. This program builds on Rare’s significant experience and success in helping communities set up marine conservation management systems, particularly in achieving effective NTZ compliance in marine protected areas in Indonesia. Our ultimate goal is to ensure greater community ownership of and benefits from fisheries to incentivize long-term sustainable marine resource management and ensure protection of biodiversity. This fisheries strategy is part of Rare’s global Fish Forever initiative in partnership with Environmental Defense (EDF) and University of California at Santa Barbara (UCSB). 


Position Overview 

Reporting to Rare’s Vice President for Indonesia, the Director, Fisheries Technical Team leads the marine and fisheries technical team composed of expert staff, partners, and in-country and international consultants. The position is initially to be based in Bogor with possible relocation to Bali.

Through leadership of the technical team, the Director has comprehensive responsibilities in support of the Fish Forever Program including technical strategy, relationship management and capacity building, monitoring, and team and network management. The Director plays a major role in identifying the model for fisheries interventions, marine reserve development, design and allocation of resource ownership and privileged access to targeted communities. Specific responsibilities include:
Designing key technical and fisheries interventions for Rare’s Indonesia program and grounding larger program strategies in current scientific theory; developing and testing innovative approaches to rights based fisheries management in the region;
Modeling fishery recovery potential under different management scenarios;
Delivering technical training, capacity building and guidance to site partners, community fishery cooperatives and NTZ management committees to ensure effective NTZ management and enforcement;
Providing technical guidance for partnership management with ministries; providing monitoring data in support of relationships with ministries, district governments, donors and other institutions;
Ensuring the rigor of systematic monitoring of key biophysical indicators and the effectiveness of fisheries management systems, NTZs, and other interventions;
Liaising and coordinating with Rare technical staff around the world, in-country partners and consultants, and with EDF and UCSB staff;
Overseeing the technical work at all prototype and future Fish Forever sites in Indonesia (10-15 sites in the next 2 years).

Qualifications

This is an opportunity for the right candidate to drive forward a program with a record of success to the next stage. The ideal candidate is able to blend visionary leadership and strategic thinking with technical realities on the ground.      
Master’s Degree in fisheries preferred; other fields such as biology, marine ecology will be considered with additional experience in fisheries management;
15 years+ technical experience with 7 - 10 years in management, preferably in non-profit or private sector;
Prior experience in fisheries (strongly preferred) and/or marine conservation—ideally with design and implementation of interventions at the community level;
Experience in commercial fishery management is a plus, experience in NGOs, government or academic fishery management also valued;
Proven expertise in leading a team of managers; ability to oversee budgets and handle project-level financial management;
Ability to engage stakeholders across a broad spectrum, from the community level to the national agency level—to build buy-in to project interventions and set up the necessary enabling environment for success;
Ability to manage and guide a team of experts in ensuring that the program’s approach is technically sound and grounded in science. This requires that the candidate is communicative, team-oriented, and persuasive;
Proficiency with MS Office and internet research; familiarity with various statistical analysis software packages;
Fluency in English and Bahasa Indonesia.
