Applus Norcontrol is seeking for varius possitions EHS Officers:
Salary: 2000-2500 USD/month
Responsabillities:
• Generates a compliance guide book for (client )
• Enforces Health, Safety and Environment policies and procedures for compliance with (client )HSE systems and best practice communication to workforce.
• Assists in the preparation of Environmental Impact Assessment, permit applications and other regulatory submittals.
• Participates in stakeholder consultations and public meetings to support (client )operations and submittals.
• Liaises with local officials on health matters.
• Ensures that required PPE is in stock and issued to employees prior to work.
• Conducts or arranges HSE training and HSE induction for new employees, visitors and contractors.
• Identifies HSE training requirements for personnel (including contractors).
• Implements and trains (client )personnel on various EHS plans & programs including but not limited to Hazard Communication, Dangerous Goods, First Aid, Contractor Safety, Fire Prevention, Hot Work, Industrial Hygiene, Defensive Driving, Personal Protective Equipment, Confined Space Entry, Respiratory Protection, Offshore Water Survival, Shop and Warehouse Safety, Office Safety, Lockout/Tagout, Hearing Conservation, Electrical Safety, Hand Tools & Equipment, Job Safety Plans, Suspended Loads, Evacuation Plan and Security, H2S, Stop card system.
• Provides Health, Safety and Environmental expertise and advice for all project works, as required.
• Conducts inspection & audit on third party contractors and company assets (if client requires).
Key tasks:
• Conduct pre-operational risk assessments on new sites and design risk mitigation measures
• Develop all the required documentation, operational checks and reports for the HSE Management System to be compliant with OHSAS 18001/2007 and ISO 14001/ 2004 standards, including corrective and preventive measures.
• Monitor HSE controllers in executing continuous audits.
• Manage the HSE controllers and coordinate their audit schedule
• Provide HSE improvement proposals stating: the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation.
• Investigate the root cause HSE complaints put forward by staff members, customers, clients and contractors and report the result to the QHSE manager.
• Follows up to ensure that corrective actions are implemented where necessary and ensures that any certification requirements are complied with;
• Audit work being performed with ”Safe Work Permit”
• Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations;
• Assist local management in the preparation and presentation of field HSE meetings;
• Coordinate and participate in the investigation of accidents and near misses;
• Review and analyze accidents and near miss incidents and making corrective action recommendations;
• Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements;
• Supervises the regular inspection of firefighting, safety and emergency response equipment.
• Assist in developing and implementing field location emergency response procedures and evacuation plans
• Supervise on-site doctors and medical emergency response preparation and implementation;
• Responsible for preparing written weekly and monthly HSE reports, statistics and presentations related to HSE performance
• Report to the HSE Manager weekly ( con la frecuencia que el cliente quiera)
Essential Skills and Qualifications:
Excellent analytical skills
• Able to be convincing, communicatively strong
• Excellent training skills
• Able to provide detailed audit reports, with relevant required preventive and corrective
measures
• Fluent English speaking and excellent report writing skills
• Qualified in implementation of EMS and OHSAS
• Previous experience in fuel handling will be an added advantage.
• Qualified in HSE practices. Between 1-2 years of construction field, environmental and/or safety experience.
• Familiarity with industrial operations and HSE issues.
• Occasionally required to work long hours, especially during emergency response situations.
