Procurement Modernization

The Millennium Challenge Corporation (MCC) and the Government of Indonesia have entered into a Millennium Challenge Compact to help facilitate poverty reduction through economic growth in Indonesia to the value of approximately US$600,000,000. 

The Compact Program includes five components including the Procurement Modernization Project, the aims of which are to achieve cost and efficiency savings on procured goods and services, while assuring their quality satisfies the public need, and to achieve the delivery of public services as planned.  These savings should lead to greater provision of goods and services to the economy which will positively impact economic growth.

 

The MCC-funded Procurement Modernization Project will be implemented by the National Office of Public Procurement (LKPP) through two main activities: (1) Improving the procurement function by increasing the capacity and professionalization of the procurement function and (2) Supporting the development of procurement policies and procedures for public private partnerships and sustainability procurement.

The implementation program for the Framework Contracting program includes the delivery of a 2-year pilot program intended to establish and implement an initial suite of Framework Agreements, enable transfer of knowledge and skills, test and validate Framework Contracting procedures and templates, and demonstrate the benefits delivered through Framework Contracting.

Experience & Qualifications

HTSPE is looking for a four Senior Experts to nominate in their bid for this project. In addition to a Program Manager we are looking for three Senior Procurement Consultants - Public Procurement and Framework Agreements

The Senior Procurement Consultants shall be responsible for leading the establishment and management of the Framework Agreements, to the overall satisfaction of MCC and the Supplier.  By consulting regularly with stakeholders (PSUs and suppliers), the Senior Procurement Consultants will facilitate the transfer of knowledge and the provision of advice, support and mentorship.

The consultants will be required to work together to deliver a set number of quality Framework Agreements, whilst establishing and maintaining harmonious and effective relationships with all stakeholders.  They will be expected to undertake all duties to a highly professional standard.

Qualifications and Skills:

Minimum bachelor level degree
Highly skilled and experienced Procurement professionals with a minimum of 10 years’ experience conducting complex procurement activities, including framework contracting
An understanding of public procurement processes, systems and issues, preferably within Indonesia or South-East Asia
Strong stakeholder management skills, with proven ability to identify stakeholder needs and achieve desired results
Fluent in both oral and written English

In addition, the following qualities would be advantageous:

Experience in Indonesia and/or the Pacific region on a similar assignment.
Fluency in Bahasa Indonesian.


Other Information

The assignment is expected to start in July 2014 with a duration is yet to be determined. The experts will be required on a part-time basis only.
